ORDER:
The Centrally Sponsored Scheme of Integrated Education for the Disabled Children (revised 1992) was introduced with a view  to providing educational opportunities for children with disabilities in general schools to facilitate their retention in the school system. It provides for facilities to students with disabilities, including expenses on books and stationery, uniforms, transport allowance, reader allowance, escort allowance, hostel accommodation and actual cost of equipment. The scheme also supports the appointment of special teachers, provision for resource rooms and removal of architectural barriers in schools.
2. The Commissioner & Director of School Education  in the reference second read above has stated that as a part of the implementation of the IEDSS Scheme, the Government of India, Ministry of Human Resource Development, New Delhi, has approved one thousand four hundred and seventy six (1476) Special Teachers posts to Andhra Pradesh and that release of funds would be on actual utilization basis after appointment of Teachers and intimation  of the details by the State Government. Accordingly, the details obtained fromall the DEOs, the children with disabilities enrolled in Govt.,/Zilla Parishad/Municipal/Govt., Aided Schools are 7379 in Classes IX and X in 3062 Secondary Schools. Based on this data the
State Government has worked out the actual requirement of the Teacher Posts and the budget requirement and sent proposals to the Government of India for approval. Accordingly, based on the proposal of the State Govt., the Govt., of India, has approved 1,476 Special Teacher Posts in the cadre of School Assistants in the Scale of Rs.14,860-39540/-. This Scheme is 100% centrally sponsored and these posts are to be created by the State Government and filled to impart education to the disabled children studying IX and X classes these posts have to be filled up as per the norms of the Government of India. For implementation of this Scheme an amount of Rs.62,92,73,676.00 (Rs.Sixty Two Crores Ninty Two Lakhs Seventy Three Thousand Six Hundred and Seventy Six only) and Rs.400/- per month per Teacher for 12 months as a Special Pay for 1476 School Assistants (Special Teacher) was also approved in the Minutes of the Project Management & Evaluation Group (PMEG) held on 15th September 2011 under Teacher oriented
Components.
3. Therefore, keeping in view the requirement for  creation and sanction of School Assistant (Special Teacher) posts in the government Secondary Schools in the State, the Commissioner & Director of School Education has submitted proposal for sanction of 1476 School Assistants (Special Teachers) posts under
Centrally Sponsored Scheme ”IEDSS” under 100% assistance by MHRD, Government of India, along with sanction for Payment of Special pay to the Special Teacher @ Rs. 400/- per month per teacher and to meet the expenditure from the following Head of Account from the Funds sanctioned and released by GOI, MHRD, New Delhi:
“2202 - General Education
01 - Elementary Education
800 - Other Expenditure
10 - Centrally Sponsored Schemes
SH (15) - IEDC
010 - Salaries.”
4. After careful examination of the matter, the Government hereby accord sanction for creation one thousand four hundred and seventy six (1476) School Assistant (Special Teacher) Posts under Centrally Sponsored Scheme for “Inclusive Education for Disabled at Secondary Stage (IEDSS)”  in the existing Government
Secondary Schools in the State as per the “Annexure” appended to this order. The posts sanctioned at State Level shall be filled as  per the provision of the relevant service rules governing the category of the School  Assistant. These Schools Assistants (Special Teacher) are also eligible for Special pay @ Rs. 400/- per month per teacher.
5. The expenditure towards salaries etc., shall be met from the following Head of Account::
“2202 – General Education 01 – Elementary Education800 – Other Expenditure 10 – Centrally Sponsored Schemes – SH (15) – IEDC 010 – Salaries”.
6. The Education (SE-Prog.I) Department shall take  necessary action accordingly.
